Olivia Rodrigo said it best: “It’s brutal out here.” She was, of course, speaking, actually singing, about adolescence. But the phrase also perfectly encapsulates the K-12 403(b). While our own adolescence proves Ms. Rodrigo’s point, we have data to prove how truly brutal the K-12 403(b) is. There are more than 14,000 school districts in the nation. We have listed and graded the 403(b) vendor lists for close to 25% of them. The results should make everyone sour.
